My teacher was primarily a boxer. He advocated hitting first and hitting hard. Cops don't normally hit first.

To move your hand and point to a direction is different from throwing a punch and knock down your opponent.
You may replace traffic cop with ballet dancer, it won't make any difference.

So self defence invent this idea that there are these bad guys that are ultra violent but also incompetent. Creating this scenario where you can justify using the baddest of moves but also so crap that these moves will work for your average soccer mum.

The difference between MA solo training and dancing is the combat intend. With combat intend, it's not dancing.

This is why a traffic cop cannot become a MA person because the lack of combat intend.
