Neither happens first as separate events. They happen together as part of the same process.A person standing on a bus may have good structure. The bus stops suddenly. Does the person lose their balance first, or their structure?

The body is already in motion with the bus, so itās not adapted to the sudden deceleration. When the bus slows, that change in force acts on the structure, and as the structure responds, the balance changes.
In that context, a standing structure is weaker than a seated structure because it has less support and a higher center of mass, so itās more easily affected by changes in force. When seated, the structure is more supported and moves more in sync with the vehicle, so the same loss of balance doesnāt occur.
