I’m not sure, but I think quite soon after the year you mention Thai boxers from Thailand were invited to compete in japan, so I’ll guess back then calling it Muay Thai wasn’t too off ? Even the Japanese competitors dressed just in Thai shorts and such.Big red flag for me is the claim about the "Japanese Muay Thai" circuit.
In all my research, I have never come across any formal "circuit". My guess is lumping and conflating terms between "Muay Thai" and "Kickboxing". The first Japanese exposure to Muay Thai was on Dec. 20, 1959. Shortly after, Karate and Muay Thai style competitions were created under the banner of what we call "Kickboxing".
