I don't know about all of that stuff, but it sounds very much like what USAT requires to host a state championship.
I have been trying to come up with a plan to implement a certification program for officials for the A.K.A. I have been trying to model it somewhat from how KKW does it. One of the most effective models out there for training in my opinion.

The USTF has a three tier certification program. The nucleus is the rule book.

All tiers require taking a course (about 6 classroom hours) and passing an exam. The C certificate is Scorekeeper and time keeper only. No experience needed. The next is B which allows you to be a Corner Judge. C experience required. The highest level is A which allows you to be a center Ref Chief Judge or Promoter all of which requires B Level experience.
