Congress passed the Bipartisan Campaign Reform Act (BCRA), also called the McCain-Feingold bill after its chief sponsors, John McCain and Russ Feingold which restricts free speech by organizations when it matters most - right before an election.
That is why conservatives are holding their noses this election. That is why conservatives don't like McCain, and were really unhappy with Bush signing the piece of crap.
