A most smile inducing article from the BBC about how the requirement to follow the rules but also to save 'face' is still alive and well :).

Rigid cultures are more prone to it than others (we British are just as 'silly' about it as the Japanese) but I think this is one thing that we can claim is universal to all (or nearly all) countries around the globe :D.

It is a fascinating look at how human nature can work to solve problems that human nature itself created. It's better, IMO, than the American bureaucratic issues one sometimes runs headlong into. I once had to trade in a car that I very much liked, because the state I lived in would not allow me to title it, because it had my name and an ex-girlfriend's name on the title, and although we had long ago gone our separate ways in a different state, they wanted us both to appear in person or no new title/license. Rules and the people who wield them like an ax. Ugh.
