LAMAR COUNTY, Ga. -- A former captain with the Lamar County Sheriff’s Office is accused of taping a stinger grenade to an inmate’s neck, officials said.Grier Smith, 34, of Barnesville, was arrested Tuesday in connection with the July 2007 incident.

I'll assume he was out of cuffs?

Of course, the smart *** in me is seeing a fan of old war films having a really wrong idea.

"Ya'll just stays here and yer neck won't go pop now."

Note the guy's accused, so barring more info being turned up, there's not much I can comment on other than "wow".
