I was just wondering which art traditionally teaches this weapon ? Just curious.

Are you referring to the Kau Sin Ke?

If so, then that's probably going to fall under the area of Chinese martial arts. I don't know of any Japanese / Okinawan systems that use this weapon in their Kobudo training.
