I was surprised to see NY there and even more surprised to see it as the number 1 in the least use of Energy Per Capita

Actually, not all that surprising to me. Per capita energy use largely depends on transportation demands and industrial demands - The electricity to run some furnaces can run a suburban block's worth of homes. Because of the overpowering presence of one of the world's largest cities, with relatively robust public transport, which also happens to be one a major centers of finance, NY State has an awful lot of people who are in relatively non-consuming desk jobs and who can, if they so choose, go for days without driving a car... if they own one at all.
