How was Al Tracy promoted after 3rd Dan to become 10th Dan in his own system?

I'm not trying to start any wars or bring up a sore subject, I'm just curious. I currently study Tracy's System, and they often boast how they have more "legitimate black belts" than other systems and how many American Kenpo practitioners simply promoted themselves to 10th Dan and formed their own systems after Ed Parker's death.

I understand that Al Tracy was promoted to 3rd Dan under Ed Parker, but after that? How did he make it to 10th Dan, is this available on his website somewhere?
