I have a Sword that belonged to Yasuji Okamura a general in Japan Army

it was given to me by an elder in the community to see what I can do with it, Obviously it should belong in a museum is my logic, this person is looking to sell it because of there age they don't understand anything about the internet so I've bin commisioned to sell it for him, I have for pictures of it and he disclosed how he came about to get it, his story sound's true enough, so were do I go with something like this is my question were do I start, I wanna help him in anyway if I can so any help is appreciated thanks in advance.

ya it does, I wonder wat this person could be thinking is there any way to make out what exactly it say's on the Blade in the boxed in area, I'm told its an endorsment by the king himself to whatever general it had belonged to, these people aren't the type to make up stories so I truly believe that they believe they no the history of this sword, I'll show them your reply and thanks, like I said any help on making out what that says would be great , thanks.
