My wife purchased this on line for me because she thought it was nice. Appears to be a cicada bug sitting on stick carved in wood and it has a loop attached. What is it or is it for?

Looks as those little containers to keep a cicada in, keeping as kind of as a pet that make a special sound.
I by the way just outside in the road found a dead cicada, they’re not common here in this part of China I live in now, but up in Dalian I lived before they are plenty, often attach themselves on the mosquito net window covers playing their melodies
 
On another thought, the item look a little too small to be such a container I mention, it actually just looks as a charm to attach on for example a hand/shoulder bag or other items.
Since cicadas are plenty in China and have their special looks and I’ll guess they’re symbolize long life they are liked to be model for such items as shown in pic

In the southern USA Cicada's have fully molted and are LOUD, especially at night. At our house usually you can easily hear tree frogs and owls at night but this year all you hear is the drone of Cicada tymbals. It is loud enough you have to raise your voice in the back yard.

Then it’s a lucky charm, as I wrote - to attach on example a hand/shoulder-bag.
Chinese like their lucky charms, carved with images that hold promise of long healthy prosperous life. I myself wear a jade pendant depicting a lingzhi mushroom(long healthy life) and an onyx Pixiu around my wrist(wealth) 😃

Cicadas I’ll guess also symbolize longevity

Put two of them together and and you have a mountable nunchaku for travel? But will be hard to use with so short sticks.
