It is a valid concern. Tires (and any other rubber material) lose their elasticity and weaken over time, even if not in use. I don't know how much of a concern it is; the age of tires is not something that is routinely checked during any accident investigation, and, despite popular belief, it's very possible to continue to drive after a blow out. (Remain calm, let off the gas and steer where you want to go. Roll overs and other accidents occur primarily as a result of over-correction or jerking of the wheel during or immediately after the blow out.)
