So hitting to the head is dangerous, thus punches aren't allowed. Yet kicks, which are much stronger, are. What curious people.
Not sure about the ATA, but WTF does not allow punches to the head because they want to emphasize kicks and make the sparring style kick-only-boxing. Personally, I think that 'Taedo' would be a more accurate description of WTF sparring, as the kwon (fist) is relegated to punch pushes. I say punch pushes because pushing isn't allowed, but punches aren't scored for the most part, no matter how far they move when you hit them.
