Yes, like in the case of my old school, you could contact the Ving Tsun Athletic Association and say, "So and so claims to be a student under Ip Ching. Is this true?"

I think that would probably work with the NGAA (at least for those reaching dan ranks), as well, though I've never heard of anyone trying it. Outside the NGAA, paperwork is inconsistent, depending entirely upon the individual instructors.
