Many FMAs focus on what might be called "dueling" where there is an assumption that you are armed and facing a single armed opponent. In Modern Arnis there is a definite emphasis on practical self-defense over dueling or military-style, armies-clashing swordwork.
Many other FMAs are also self-defense oriented, of course, and the dueling systems develop useful skills. I think that Mr. Hartman's point is that Modern Arnis clearly and from the start shows you how to use the techniques for self-defense. It may be less obvious or delayed in other systems. Some systems remain focused only on, say, stick-fencing.
