For general speed training of the arms/hands I think they would be okay. But you need something with real resistance. A 70lb water or sand bag is a long time go to.

Double end bags are also great for work upper body movement. Do a set of punches then let the bag bounce and work on moving the body to avoid its motion while maintaining good stance. It was a drill my Olympic coach used to help us be 'kick ready'.
 
Instead of canvas wall hollow bag, try Makiwara. As for the reflex bag, that's good, it actually improves a lot on your learning. I would also suggest buying traditional training materials in karate, like the ones they use in Okinawa.
 
There are some cool tools used for hojo undo (supplementary training) like the big stone things that you lift (Ishi sashi) but it would probably be cheaper and just as good to get a kettlebell or two. I personally wouldn't bother- and haven't- with the weighted shoes for various technical reasons. If you get a makiwara, get a good one. I had one that I punched to bits within a few weeks.
