Defining good. I have won grappling competitions but am hardly good.

Defining good is always going to be pretty difficult, if not impossible. You say you're not good, but you've won competitions. So you were good enough. And I think we all know that our own abilities vary from day to day, let alone year to year.
So how good is good? Do you have to be the best in the world?

Let's say competitive at a top level in local competition.

So that say a person wanted "good" grappling training we would define good as what he can resource in a school that he could conveniently get to.

It is incredibly subjective and like you said, a good bit personal. I have always tried to be my worst/best critic. So if I feel good about my efforts, it is good. Start trying to compare one's own efforts to everybody else's and it is easy to get lost in it all and end up feeling critical of yourself when you really have no reason to.
