But how do you drive/fly it? Those fins can't possibly be effective at such low speeds. It must have some fans for reaction control. Pretty cool though, for a big helium balloon

Very good! I have my suspicions that they are derived from or inspired by some research certain German aeronautics companies have been making on biological approaches to lighter-than-air flight.
