Originally it was Steve Rogers (during a time when he felt he could not wear the uniform of Captain America). Loved the scene where he tripped over his own cape .
Later taken up by the ever-memorable Jack whatshisname.

You are correct, Nomad was an alternate identity for Steve Rogers when he got disgusted with the government's Cap program and Watergate. During that time Jeffrey Mace (aka Patriot) served as Captain America.
