Man gets parking fine after filming officers dozing

Quebec's provincial police force is probing a video on Youtube that apparently shows a pair of officers sleeping in their squad car.

The video was shot by a passerby on Thursday morning, who walked up to the Surete du Quebec cruiser and exclaimed, "They're sleeping on the job!"

Inside the car, the video shows the officers reclined in their vehicle. The cruiser was parked along a stretch of Highway 40 northeast of Montreal. But as the amateur videographer crept up to the window of the squad car, the officers get up, the video shows.

The police then asked for the passerby's licence. After the licence was handed over, the officers wrote up a $156 ticket for parking in an emergency zone.

The man who shot the video is fighting the ticket. The Surete du Quebec says it's looking into the matter.

It didn't say so explicity, but was the videographer actually parked in the emergency zone? If so, he deserved the ticket.

It says the cruiser was parked along Hwy 40. That's a restricted access road. Cruiser had to be parked on the shoulder. The only way for the video to be taken was for the videographer to have stopped their cr on said shoulder and get out. So yes, they were parked in an emergency stopping zone.

Was it really an emergency zone? That makes the napping in it an even more serious offense, does it not? Fortunately, they were woke up by a good citizen before the zone needed to be used for an actual emergency.

Yes it is a traffic offense to stop on the shoulder of the 40 unless their is a valid emergency or you are pulled over. He stopped his car there to film the cops. He should have said his car broke down and thought they could help him.
Then thought they were dead and decided to film them.lol
what a waste of taxpayer money not to mention the danger they presented by being stopped there. Something tells me they're in more hot water than he is.

Wouldn't there be an exception for emergency vehicles? For instance, they can park their cars while conducting a traffic stop. What about parking there in order to do speed enforcement?

If not, I have to say that's why I like the U.S. laws. It usually say emergency vehicle parking only. Most people think it is emergency parking only, which is not the case. At least, not in CA.

Yes, emergency vehicules are allowed to stop on the shoulder. It's the sleeping that might be a touch irregular.

They were inspecting the back side of their eyelids....not sleeping!

NO! when you close your eyes your ears work better see so they were listening for crimes that all. Good Police work if you ask me. Someone rides by yells Help they are on it. Eyes open they might not hear it. Simple Really
