Wow. Bush tried and failed with this issue. I'm surprised that Obama wants to dig into it so soon after the rancorous HC legislative process.

Cynical people are saying it's all about mustering votes for the Dems with minority citizens for the next couple of elections. In the long term, if it passes there would be a host of newly enfranchised voters who would likely reward their benefactors at the ballot box.
