My source says it's Munetada Daimyojin, which is the main hall of the Munetada shrine in Kyoto.

As you noted above, the scroll was listed for sale on ebay. The seller said he did not know what it said in English. So I was hesitant to purchase it. But after receiving the above information I did purchase the vintage scroll.
