Sounds like something that you would see on a ship rather than something I would want to carry around. Fancy electronic weapons with spinning chambers and all arent something I would trust....at least for a while.

says this in the article

"similar concepts have been developed in the past. But Gander notes that these have had low projectile velocity and have been proposed as crowd control weapons

as far as I know it hasn't found widespread use though but I'm not all that up on my crowd control techniques.
