FYI: This statement is not clear of why you have to register Sparring first.

It did not say why. This is the reason why: The price of the event. If you register sparring first for $120, then your Poomsae registration will be $20. If you register POOMSAE FIRST, the price is $100, and if you then register for Sparring AFTER Poomsae registration, the price is $120.
So, basically, if you want to save some money then this is the order:
Sparring: $120 + Poomsae:$20 = $140
Poomsae: $100 + Sparring: $120 = $220
