I participated in the People to People ambassador program in Europe in 1990. It consisted of alot of travel in eastern and western Europe, two stays with host families and alot of tours. I'm not really convinced that 16-18 year olds ever represent their country very well, :D but it was certainly very educational for me. Particularly going into Eastern Europe just months after the wall fell. Depending on what the kid is looking for it may be a good opportunity, if the kid is interested in a combination of service and cultural immersion I would recommend the Amigos de las Americas program instead.
