And please remember that individuals or schools can not be WTF members. Only "Member National Associations" can be WTF members. The MNA for the United States is USA Taekwondo (formerly United States Taekwondo Union-USTU).

Individuals can be members of the ITF (or could at one time-I think I had a life-time membership from 1975). ITFers-Is this still true?

Excellent point Miles. Thank you. Remember though...to every rule there is an exception. I know WTF schools that do not go to tournaments and don't call themselves players. They are hardcore traditionalists that want international recognition. Somehow the the only way these folks could be traditionally certified by the Kukkiwon was that they had to go through the sports organization known as WTF. Bassackwards, but that is the way it is.
