Don't forget, the thigh is surrounded by thick muscle and is quite sturdy. Aside from bruising, it is not easy to damage. The head cannot be made stronger, and can be severely damaged (facial plates broken, brain concussed). The ribs protect the heart and lungs, but overall are relatively weak. A good kick can easily break through them. So it probably is better to take a shot to the leg, which can be flexed and is not a vital organ, rather than a shot to the head or ribs which can suffer tremendous damage and produce long lasting effects.

Well.... a strong kick to the leg will take you out, it's like a charlie horse on crack, it hurts like hell and you won't be able to stand on it, but it will heal with no lasting damage. Like Michigan said, ribs break and heads are fragile, better not to walk for a few days than to take it in the upper body and head.
