From page 206 of the 9/11 commission report:

At some point during this period, President Clinton expressed his frustration with the lack of military options to take out Bin Ladin and the al Qaeda leadership, remarking to General Hugh Shelton,“You know, it would scare the ***** out of al-Qaeda if suddenly a bunch of black ninjas rappelled out of helicopters into the middle of their camp.”
Thought that might give someone a chuckle.​

Well, to give you guys a little perspective on the quote, the "ninjas" Clinton was referring to were US special forces soldiers. He was feeling as though the fear of collateral damage was too high if they were to send in cruise missiles to take out OBL. If anyone's interested in more context, why not read the report? It's a long read, but a valuable read, IMO.
