Are there any books that describe/link these 2 together?

Not as far as I'm aware. In fact, as far as I know, the use of Qi in the East Asian MA is mainly limited to the Chinese end of the historical China-->Okinawa-->Japan-->Korea continuum, although Aikido and Hapkido might be an exception to this. I've read several accounts of Okinawan masters claiming never to have heard of it. The only TKD master I know of who is interested in looking into the use of Qi in TKD is Dung Le Van of Bristol, UK, and he told me that he has never come across anyone else in TKD doing the same. Qi is a difficult concept to pin down at the best of times, but whether you take it from a TCM perspective of a western scientific one, it could be argued that it could be applied to pretty much any MA.

I have just remembered that a certain StuartA discusses Ki in his book in relation to TKD.
