I will not comment on the article, but yes many doubt tai chi to be an efefctive martial arts.

the reason is over 90% of people teaching and practicing do not know the martial aspects. also only the public forms are known by the vast magority.

Tai chi is certainly a martial art and as effective as any other. Tai chi does not move is slow motion in combat, nor trains to. tai chi's evasive techniques, the abilty to blend and root, and its powerful strikes and effortless throws are incredible, but again only if you are lucky enough to find some one who knows these methods.
