I've seen this phrase mentioned throughout these forums... while I understand (basically) what it means, are there places that teach them in and of themselves? Or are they generally part and parcel to other styles (such as krav maga, etc.)?

There are places and people who teach them. Some legit, others not so, just like any other art. I really couldn't say if there is a relation to Krav Maga or not.
