Short Form 2 question

The last block before the half-fist punch at the end of the form--I know it's written as an Extended Outward Block in I.I. #5, as well as my big book from class. However, I see people's video clips (and some in person) where it looks more like an upward block. In fact, I've been told it is an upward block by some. Is this just confusion? Are some just doing their extended outwards very much like upwards, or am I just not paying enough attention?
