    GENERAL STATEMENT OF JOB:

    Under limited supervision, performs supervisory and administrative work in directing and coordinating the activities of the Information Technology Department. Work involves planning, preparing, and allocating the Information Technology capital and operating budgets; developing, monitoring, and ensuring completion of the operation’s annual goals and objectives; preparing and enforcing information technology policies and standards; serving as technical lead in telecommunication franchise negotiations; participating in economic development activities such as recruiting technical firms to relocate to the Town and retaining high technology companies in the Town; and performing related work as requested for the Department of Information Technology. Reports to the Town Manager.

    Work Schedule
    Monday through Friday 8AM to 4:30 PM. Attends night meetings and responds to IT events as necessary.


    All new employees must satisfactorily complete a background check. A conditional offer of employment may then be made contingent upon the successful completion of a physical exam that includes drug testing



    This is an Exempt Position.
    DUTIES AND RESPONSIBILITIES:
    ESSENTIAL JOB FUNCTIONS

    Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.

    Conducts research for, provides technical advice to and responds to requests for information from the Town Council and town officials.

    Performs Information Technology strategic planning; researches Information Technology solutions; participates in town strategic planning process.

    Plans, prepares, and allocates the Information Technology capital and operating budgets; develops, monitors, and ensures completion of the operation’s annual goals and objectives.

    Establishes and coordinates the information technology architecture, policies and standards.

    Oversees the preparation and administration of the department budget.

    Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

    Prepares documentation of town software and services.

    Administers town file servers and messaging systems.

    Test products and develops configurations.

    Supports personal computer based software; installs and supports hardware and software.

    Prepares and approves purchase requisitions; assists town departments in procurement of Information Technology related products and services.

    Serves as project manager for all Town Information Technology and telecommunications projects; manages contract vendors.

    Oversees the day-to-day operations of computer system projects, data processing operations and communications activities.

    Creates or reviews all documentation generated by the Information Technology Department to include those that cover technical systems and town-wide business process documentation.

    Analyzes town business processes and practices and develops business systems technical requirements.

    Studies, evaluates, plans and implements new research programs and techniques.

    Plans for and assists in disaster recovery.

    Ensures information technology training is provided both for department staff and for Town staff needing information technology to accomplish their duties.

    Provides consulting support for business process redesign activities, computer system development, network management, etc.

    Researches Information Technology solutions, stays abreast of developments in Information Technology and telecommunications industry.

    Participates in weekly Management Team meetings and periodic strategy planning meetings.

    Receives and/or reviews various forms, reports, correspondence, policies, directories, manuals, reference materials, or other documentation; completes, processes, forwards, or retains as appropriate.

    Prepares and/or processes a variety of documentation associated with department operations, per established procedures and within designated timeframes; reviews various documentation for accuracy and completeness; distributes/issues various documentation.

    Refers to policy and procedure manuals, computer manuals, codes / laws / regulations, publications and reference texts, etc.

    Operates a variety of office equipment and machinery such as copy machine, fax machine, desktop computer, printer, etc.

    Uses a variety of tools such as standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as word processing, spreadsheet, database, accounting, or other programs.
    Interacts and communicates with various groups and individuals such as the Town Manager, Town Council, municipal information technology peers, Town staff, Town department heads, and the general public.

    ADDITIONAL JOB FUNCTIONS

    Performs general office/administrative work as required, including but not limited to attending meetings, preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.

    Performs related duties as required.
    MINIMUM TRAINING AND EXPERIENCE:
    Requires a Bachelor’s degree in computer science, information systems, or related field supplemented by five to six years of progressively responsible experience, two years of which have been in a supervisory capacity; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

    Physical Requirements: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of climbing and balancing, stooping, kneeling, and crouching and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 20 pounds). Tasks may require extended periods of time at a keyboard or workstation.

    Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

    Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or direction from supervisor and giving assignments and/or direction to subordinates.

    Language Ability: Requires ability to read a variety of policy and procedure manuals, technical documents, budgets, etc. Requires the ability to prepare project reports, budget documents, correspondence, records, etc., with proper format, punctuation, spelling, and grammar, using all parts of speech.     Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables. Requires the ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

    Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to teach and counsel employees. Must be able to communicate effectively and efficiently with persons using computer and other terminology.


    Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion. Must be able to use advanced applications of algebra, statistics, geometry and linear programming.

    Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

    Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.

    Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

    Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

    Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
