It's a imitation of George C Scott's voice using the footage of the film based on Patton's command/experience during WWII.
IMO a weak vocal impersonation actually but probably the best they could find at the time.

I thought it was a good impression of Scott. Better than most of the others I found. The dialog sounds serous, with just enough 'jokes' to keep the parody aspect going. If they wanted a more authentic flavor, they would have swore more. lol!
