The Judicial system for our great country holds an unwritten point of view about our rights. Here is the short version.
When the "People" allow the government to impliment a license or permit requirement onto, the "Peoples" written or implied rights are now to be considered a Privilege.
A "Right" cannot be taken away or controled, a "Privilege" can be allowed or disallowed.

Not exactly. Rights are not absolute and without limit even in free countries. The courts and common law tradition have always held that there are reasonable limits on their exercise. The right to speak freely does not include slander. The right to freedom from unreasonable searches and seizures or torture seems to have been overturned by the President and the Senior Administration Official (as Dick Cheney demands he be referred to) with the acquiesence of Congress and the active help of the *spit* Republican Party. The right to bear arms does not extend to doing so while dangerously impaired. There are several rights which have always been subject to revocation for certain crimes.
