A snippet of 'human scale' news in the present circumstance of tragedy elsewhere in the world.

I read this report with tears of pride in my eyes for this decision to mark the actions of some of my fellow subjects of the Crown, which I suppose rather clearly gives away my opinion on the matter :O.

Color me stupid (and deprived of the honor of 'royal' since 1918) I do understand it is significant but do not quiet get the meaning. Would you care to elaborate?

In essence, it means a recognition by the monarch of a particular place having an especial significance in the nations consciouness. Think of it as an extremely rare 'decoration' applied to a location rather than a person.
