Belt System

I am wondering, I study at Tracys, and my buddy also studies at Tracy's at another location. While I am a beginner he is a few belts in, (Currently Purple ready to test for Blue).
Here is my question. I am learning techiques from many belts to get my Yellow belt. example Chinese Sward, Delayed Sward, Kenpo Shield, Crash of the eagle, Grasping Talon, Lever, Aiming the spear and covering Talon. He learned only techniques under Yellow belt, and once he learned then he progressed to the next belt. Is there a set curriculum or is it teachers choice? I am taking private lessons.
