• I do not recommend TKD practitioners fall to techniques or throws without sufficient training in break falls. It is like asking a yellow belt to train his punch by attempting three-board breaks.
My wife is a TKD black belt. When I met her and when she learned Chinese wrestling from me, I threw her and expected that she knew how to do a break fall. I was wrong. After that, I won't expect all black belts know how to do a break fall. The break fall training may not be part of all black belt testing requirement.

I have been fortunate in that whenever I have fallen my break fall skills have kicked in and kept me from being injured.

Not to long ago though a student of mine was on a ladder and started to fall. He managed to turn and dive roll and came up without a scratch.

Personally I think break falls and rolls are one of the most important things we teach!
