For an official MMA fight to happen, the fight itself has to be sanctioned by a governing body, right?

Does that responsibility lie within the state?

What do the major MMA orgs (UFC, WEC, etc) use as sanctioning (outside of the state they're in)?

There seems to be more than one governing body, so where do they rank in terms or popularity in organized fights?

The governing body in whatever state the event is held in sanctions the event. I'm from Victoria in Australia and mma competition is currently banned in my state.

We have no sanctioning body and no ruling body in the UK.

Apart from the governingbody there was massive political involvement in getting it banned too. It'll happen eventually.
