Sorry, can't help you. There are a few members that understand the language though, Don Roley being one.

It's not Japanese, like the seller says. It's Chinese.

The title says it is in Japanese.
Still, I read Japanese as well as I do Chinese.

Sure, if it were in Japanese, it would read...
?華助戦
? China Combat Rescue (Unable to read first character)
洋人(美國)
Westerner (Beautiful Country)
軍民一體
Citizen Soldier One Body
教護
Juvenile Reform
航空委員曹
Aviation Committee Member Sergeant
字第
Character Section
I believe this is written in Chinese (Taiwanese) because 美國 would be read as “bikoku”, (Beautiful Country) in Japanese, but read as “Meiguo”, (America) in Chinese. We can tell it’s probably Taiwanese because the old character for country, 國 is and the old character for “body” 體 is used in favor of the simplified 国 and 体 used by Mainland China and modern Japan. It also doesn't look like an official government issued patch; it looks like something handmade...
Yes, my kung fu is better than Don Roley’s, but my Japanese is much better than my Mandarin.

It is, in fact, Chinese.
This is the best I could come up with:
Came to China to assist fighting
Western person/people (beautiful country)
Uniting army and nation
Rescue
Aviation committee
?? Number

It is a "blood chit" from World War II. The Flying Tigers put them on their jackets.

From the little Chinese I remember from my class, "beautiful people" is how the Chinese write "American" and "beautiful country" is "America".
